The usage of the Greek word “dogma” translated “Ordinances” in 5 verses of the New Testament is that of the legal ruling by a secular king (Caesar) or magistrate and 1 single time is for the opinion of the Law and decree ruling by the disciples (Acts 16:4Acts 16:4
English: King James Version (1611) - KJV

4 And as they went through the cities, they delivered them the decrees for to keep, that were ordained of the apostles and elders which were at Jerusalem.

Likewise, in the LXX the word “dogma” is used 10 times and a variant form “dogmati” is used 2 times for a grand total of 12 times for the law or decree by a secular king. It is found exclusively in the book of the prophet Daniel. Daniel means God is my Judge. Of these 12 times usage, 2 times is the decree favourable to Daniel and 3 Jewish exiled (Dan 3:29Dan 3:29
